Currently, candidates eligible for scholarship awards are spouses and children (natural born, adopted, or stepchildren) of Active, Retired, and Reserve; Chief, Senior Chief and Master Chief Petty Officers.
Candidates submitting scholarship applications must be either:
* Graduate of an accredited high school, or equivalent educational institution.
* Earned a General Equivalency Diploma (GED).
Candidates must intend to enter, or be accepted to a college or university to complete the curriculum prescribed in order to graduate with an AA, BA, or BS degree. Candidates may also be currently attending a college or university. Scholarship awards shall be made on the basis of scholastic proficiency, character, and all-around ability. The awards may be used to supplement other scholarships or grants, and are outright grants for an academic year.
